Mirna J. Amiama-Nielsen joined Ulises Cabrera in 2024 as a partner in the Energy, Mining, Competition, and Economic Regulation practice. With over 35 years of distinguished experience, she is an internationally recognized professional specializing in conventional, transitional, and renewable energy, mining regulation, economic competition, antitrust, international trade, information technology, and telecommunications. She has extensive experience advising multinational corporations and is known for her effective negotiation skills. She is adept at working with multidisciplinary teams and has expertise in public service concessions and Public-Private Partnerships (PPP), as well as in the regulation of public procurement and contracting markets, making her a valuable asset to Ulises Cabrera.

BIOGRAPHY

Her notable experience includes:

– Successfully negotiating the resolution of a USD 5 million international arbitration case for the Dominican Government.

– Leading legal advisory for the Dominican Government on the international tender for 800 MW of LNG in Manzanillo.

– Designing and structuring the legal solution (presidential decree) for the new tailings dam for the country’s largest exporter.

– Advising the Dominican Government on evaluating and signing the first hydrocarbon exploration and exploitation concession contract in the country and defending it before Congress until approval.

– Providing legal counsel to a foreign client in a tender for 600 MW coal plants.

– Advising the Dominican Government in an international public tender for 1200 MW of energy.

– Assisting a multinational client with the design and preparation of a concession request, contract preparation, and relevant documents for the installation of 2 FO#2 power generation plants, valued at approximately USD 400 million.

– Negotiating energy sales contracts between distribution and generation companies for a multinational client, exceeding USD 1 billion.

– Negotiating and preparing legal documentation for the largest acquisition deal in the country for a multinational client, valued over USD 4 billion.

– Providing legal advice for the capitalization of electricity distribution companies in the south and north of the country, valued over USD 2 billion.

– Acting as a legal representative in the first competition case before the Superior Administrative Court.

– Defending a case of competition in the electricity sector, involving a divestment order from the Superintendency of Electricity valued at approximately USD 1 billion.
